A Weld District judge Thursday struck down as unconstitutional the Feb. 24 municipal ballot issue through which Greeley voters repealed the city-approved planned-unit development zoning for the Catalyst entertainment district and surrounding Cascadia mixed-use project on the city’s western edge. The Greeley Tribune reports in a 26-page ruling, Judge Shannon Lyons ruled that Ordinance No. 30, passed by the Greeley City Council last fall to create the zoning, was an administrative decision and not a judicial one, and thus not subject to voter repeal under Colorado law.
