For the first time since it was adopted three decades ago, Loveland’s home-rule charter is on its way to a comprehensive overhaul. On Tuesday, the Loveland City Council voted unanimously to establish a nine-member committee that will review the city’s governing document over several months and then provide a list of recommended amendments. The Loveland Reporter Herald reports the city’s original charter was drafted by a 15-member commission and adopted by Loveland voters in 1996, making the city a home-rule municipality. Among other things, the document sets the structure of the city government, defines powers of elected officials and outlines rules for elections and the budget process.
